Objectives

Objectives of the Rell project

  • To establish an understanding of the factors governing the approaches, both technical and cultural, to the definition of a Learning Region in Europe. To define a Conceptual Framework for Analysis, corresponding to a holistic approach of a learning region, to serve as a basis for productive long-term dialogue and consensus building between the stakeholders in Europe.
  • To identify and classify models of learning regions according to constituting elements, partnership models, integration between formal and informal learning opportunities, access to learning opportunities, the location of learning, use of ICT, learning needs (learning audit), approaches and trends and establish the conditions to design and implement joint LLL initiatives;
  • To collect, describe, compare and evaluate the developments of lifelong learning measures in different regions assessing the possibilities and the value of the different usage of ICT with the aim of lifelong learning, like the www or tele-learning, according to different demographic characteristics of the learners (age, sex, etc...);
  • To define criteria for assessment and to assess the impact of lifelong learning policies at regional level to address the problems connected with social exclusion, particularly unemployment and cultural minorities and check how lifelong learning can help individuals to face with technological changes by reducing socio-economic costs;
  • To establish a European-wide Learning Regions Forum, with representation from all relevant bodies, organizations and authorities in the Regions involved, as a sustainable forum for dialogue, consensus building and policy support in the field.
