In order to address this need for a common strategy to define and implement international quality standards, the project objectives are as follows:
  • To establish an understanding of the factors governing the approaches, both technical and cultural, to the definition of Quality in e-learning (Domain Definition). The work to be accompanied by a exhaustive and analytical mapping of the interest of all relevant actors/stakeholders, in Europe and the rest of the word, including education authorities, education providers, quality assurance & standards bodies, accreditation & certification organizations, learning technologies/services providers, evaluation and assessment organizations, etc.
  • To define a Conceptual Framework for Analysis, corresponding to a holistic approach to quality in e-learning, to serve as a basis for productive long-term dialogue and consensus building between the stakeholders in Europe, addressing both generic/horizontal as well as vertical/sector-oriented quality assurance issues in the development and delivery of learning and in the learning process per se.
  • To define an Articulated and Structured Framework for the Quality of e-learning, based on the afore-mentioned Conceptual Analysis, as a general system for the further elaborating, detailing and in-depth prescription of specific quality assurance systems, addressing specific areas of e-learning.
  • To build the conditions to validate quality measures associated with the lifecycle of learning materials from the design to the delivery of on-line learning and knowledge acquisition. Further, to determine relevant and usable measures of the quality of on-line learning, that can be tested in practice, and relate to the processes of the design and delivery of learning.
  • To establish the European eLearning Quality Forum, with representation from all relevant bodies, organizations and authorities in Europe, as a sustainable forum for dialogue, consensus building and policy support in the field, and which integrates the work and outcomes of the WGs. The Forum will contribute to the consolidation of the state-of-the-art at international level and to the development of benchmarking policy as regards to quality assurance and conformance in e-learning in the European education & training systems. The Forum will physically convene twice, during the duration of the project, in project month 7 and 13.
  • To develop an operational plan for the launch and operation of the eLearning Quality Certification Laboratory as an authoritative environment to validate quality assurance schemes for e-learning content and practice and to disseminate "good practice" to both the industry and the Education and Training users. The Laboratory will provide the operational framework for the work of the thematic WGs and its main practical output will be the Report on e-learning Quality in Europe.
